After explaining China's improvement in recent years, such as the promulgation of civil law and criminal law and the establishment of modern prisons, the paper stressed that there is no necessity for any transitional arrangement. "We are looking forward to drafting new treaties which can be said for sure to be equal", the paper concludes.
